يصدر بنظام الأجر المكمل قرار من رئيس مجلس الوزراء بمراعاة طبيعة عمل كل وحدة ونوعية الوظائف بها وطبيعة اختصاصاتها ومعدلات أداء موظفيها بحسب الأحوال بناء على عرض الوزير المختص وبعد موافقة وزير المالية ودراسة الجهاز .
