Article 18 of the Civil Service Law

تنشأ بكل وزارة وظيفة واحدة لوكيل دائم للوزارة بالمستوى الممتاز لمعاونة الوزير فى مباشرة اختصاصاته .
واستثناء من أحكام المادة (١٧) من هذا القانون يختار الوزير الوكيل الدائم من خلال لجنة للاختيار وذلك لمدة أقصاها أربع سنوات ، يجوز تجديدها بحد أقصى أربع سنوات أخرى ، يكلف خلالها بضمان الاستقرار التنظيمى والمؤسسى للوزارة والهيئات والأجهزة التابعة لها ، ورفع مستوى كفاءة تنفيذ سياساتها ، واستمرارية البرامج والمشروعات والخطط ، ومتابعتها تحت إشراف الوزير .
وتحدد اللائحة التنفيذية قواعد وضوابط اختيار الوكيل الدائم .
