يعد مجلس النقابة مشروع الميزانية السنوية للصندوق و يعرض على الجمعية العمومية للتصديق عليها .
ولا يجوز أن يتعدى بند المصروفات سبعين في المائة من إيرادات الصندوق السنوية و يكون الباقي احتياطيا له .
