إذا زالت عضوية أحد أعضاء المجلس أو خلا مكانه حل محله ، ولمدة الباقية من العضوية ، المرشح الحاصل على أكثر الأصوات فى آخر انتخابات أجريت لعضوية النقابة .
فإذا كان عدد الأماكن الشاغرة فى المجلس ثلاثة فأكثر ، دعيت الجمعية العمومية خلال خمسة عشر يوما من تاريخ خلوها لانتخاب أعضاء المراكز الشاغرة يكملون مدة الأعضاء الذين حلوا محلهم .
