الهيئة العامة للاستثمار والمناطق الحرة ، هيئة عامة اقتصادية ، لها شخصية اعتبارية عامة تتبع الوزير المختص ، وتقوم على تنظيم الاستثمار فى البلاد وتشجيعه ، وتنمية وإدارة شئونه والترويج له ، على النحو الذى يحقق خطة التنمية الاقتصادية للدولة .
ويكون مقر الهيئة الرئيس محافظة القاهرة ، ويجوز لها إنشاء فروع أو مكاتب لها داخل جمهورية مصر العربية أو خارجها بقرار من مجلس الإدارة ضمن بعثات التمثيل التجارى .
