لا يجوز لأي هيئة رياضية أن تقوم بإنشاء أي مبان أو ملاعب أو صالات أو غير ذلك
من الإنشاءات إلا بعد الحصول على موافقة الجهات الإدارية المعنية واعتماد الجهة الإدارية المركزية ،
وتكفل الدولة توفير العقارات والمساحات اللازمة لإنشاء الهيئات الرياضية
وإقامتها وفق خطة الدولة واحتياجاتها سواء في الوحدات المحلية القائمة أو الجديدة
أيا كانت الجهة التي تقع العقارات في ولايتها .
