لا يكون انعقاد اللجنة صحيحا إلا بحضور جميع أعضائها ، وللجنة أن تستعين
بمن تراه من أهل الخبرة ، وتصدر اللجنة توصياتها بأغلبية آراء أعضائها فإذا تساوت
الأصوات رجح الجانب الذى منه الرئيس ، وتكون مداولات اللجنة سرية .
