لا تخل أحكام القانون المرافق بالتيسيرات التى سبق تقريرها للخاضعين لأحكام القانون رقم ١٥٠ لسنة ١٩٦٤ المشار إليه .
ويفتح بأحكام القانون المرافق كل من رفعت عنه الحراسة قبل صدور القانون رقم ١٥٠ لسنة ١٩٦٤ المشار إليه وكل من استثنى من أحكام هذا القانون من غير الأشخاص المشار إليهم فى المادة السابقة فيما عدا رعايا الدول العربية .
