يعتبر أعضاء نقابة المهن الهندسية المقيدة أسماؤهم بسجلاتها الدائمة والمؤقتة عند صدور هذا القانون مهندسين وأعضاء مؤسسين لنقابة المهندسين وتدرج أسماؤهم فى جداولها مرتبة حسب تواريخ حصول كل منهم على لقب مهندس .
ويعفى الأعضاء المؤسسون من أداء رسوم القيد
