كل موظف أو مستخدم عمومي وكل شخص مكلف بخدمة عمومية استعمل القسوة مع الناس اعتمادا على وظيفته بحيث إنه أخل بشرفهم أو أحدث آلاما بأبدانهم يعاقب بالحبس مدة لا تزيد على سنة أو بغرامة لا تزيد على عشرين جنيها مصريا .
