لا يجوز لقلم الكتاب ( الديوان ) لأى سبب أن يقبل مذكرات أو أوراقا بعد انقضاء المواعيد المحددة لها ، إنما يجب عليه أن يحرر محضرا يثبت فيه تاريخ تقديم الورقة واسم من قدمها وصفته وسبب عدم قبولها .
