يبين بقرار من رئيس الرقابة الإدارية القواعد والإجراءات التي تتخذ لصرف المبالغ المدرجة بالميزانية ، وذلك دون التقيد بالقوانين والقرارات والإجراءات التنظيمية أو المالية أو لوائح الصرف المعمول بها في الوزارات والمصالح الحكومية .
ويكون للرقابة الإدارية وحدة حسابية يتم إنشاؤها بالاتفاق مع وزير الخزانة .
ولرئيس الرقابة الإدارية سلطة الوزير فيما يختص بصرف [غير مقروء] في حدود ميزانيته .
