لا يجوز إدخال النباتات والمنتجات الزراعية المصابة بآفات غير موجودة بالجمهورية ، ويجوز لوزير الزراعة بناء على طلب ذى الشأن أن يصدر قرارا بإباحة دخول بعض النباتات والمنتجات الزراعية المصابة بأنواع معينة من هذه الآفات إذا أمكن إبادة ما بها من آفات بجميع أطوارها إبادة تامة بالطرق التى تقرها وزارة الزراعة و بمعرفتها وتحت مسئولية صاحبها وعلى نفقته .
