يقصد بكلمة "آفة" كل كائن قد يسبب ضررا اقتصاديا للنباتات . و يقصد بكلمة " النباتات " فى هذا الفصل جميع أنواع المزروعات والغروسات والحشائش والنباتات البرية وثمارها وبذورها وسائر أجزائها الأخرى ومنتجاتها .
