لا يجوز استيراد أو تصدير أو إنتاج السجائر أو التبغ أو عرضها أو طرحها للبيع أو حيازتها بقصد البيع ما لم تكن مطابقة للمواصفات والمعايير والاشتراطات التى يصدر بتحديدها قرار من وزير الدولة للصحة بالاتفاق مع وزير الصناعة.
على أن تتضمن هذه المواصفات ألا تزيد نسبة القطران على 20 مجم فى السيجارة الواحدة، ويجوز تخفيضها بقرار من وزير الدولة للصحة بالاتفاق مع وزير الصناعة.
