يجوز لعميد الكلية أو المعهد الترخيص فى الاستماع لمن يرغب فى الدراسة فى إحدى الكليات أو المعاهد التابعة للجامعة أو الترخيص فى متابعة أشغال المعامل أو التجارب فى هذه الكليات أو المعاهد، وذلك دون اشتراط أى دراسات أو شهادات علمية مسبقة، ولا يشمل الترخيص أى ترخيص فى أداء الامتحانات ولا يخول الحق فى الحصول على أى شهادة أو درجة جامعية. وتبين اللائحة التنفيذية هذا النظام وتحدد الرسوم المقررة.
