استثناء من أحكام القوانين واللوائح العامة فى شأن العاملين المدنيين فى الدولة، يكون للجامعة دون الرجوع إلى وزارة القوى العاملة التعيين فى مختلفة وظائف الكادر العام الخالية فيها، وذلك بعد إجراء امتحانات للمتقدمين تقوم بها الجامعة وبشرط الإعلان عن هذه الوظائف، إلا إذا رأت شغلها بطريق النقل.
