لا يجوز نقل المعيدين والمدرسين المساعدين من قسم إلى آخر فى ذات الكلية أو المعهد أو إلى قسم غير مماثل فى كلية أخرى أو معهد آخر بإحدى الجامعات الخاضعة لهذا القانون، ومع ذلك، يجوز لهم التقدم لشغل وظائف المعيدين والمدرسين المساعدين الشاغرة المعلن عنها فى قسم آخر فى ذات الكلية أو المعهد أو فى كلية أخرى أو معهد آخر وذلك فى حدود ما تقرره القوانين واللوائح.
