تؤلف هيئة المفوضين لدى المحكمة من رئيس وعدد كاف من المستشارين والمستشارين المساعدين.
ويحل محل الرئيس عند غيابه الأقدم من أعضائها، ويتولى رئيس الهيئة تنظيم العمل بها والاشراف عليها.
وتحدد مرتبات وبدلات رئيس وأعضاء الهيئة وفقا للجدول الملحق بهذا القانون.
