يتكون مجلس الدولة من :
( ا ) القسم القضائى .
( ب ) قسم الفتوى .
( ج ) قسم التشريع .
ويشكل المجلس من رئيس ومن عدد كاف من نواب الرئيس والمستشارين
والمستشارين المساعدين والنواب والمندوبين .
ويلحق بالمجلس مندوبون مساعدون تسرى عليهم الأحكام الخاصة
بالمندوبين عدا شرط الحصول على دبلومين من دبلومات الدراسات العليا .
