لمجلس النقابة أن يقرر تفرغ عضو أو عضوين من بين أعضائه على أن يكون من بينهما السكرتير العام .
فإذا كان المتفرغ من العاملين فى الحكومة أو الهيئات أو المؤسسات أو الشركات تم التفرغ عن طريق الإعارة لمدة أربع سنوات على الأكثر بعد موافقة الجهات التى يعمل بها المطلوب تفرغهم ، ويجوز اتباع نفس نظام التفرغ بالنسبة لسكرتيرى النقابات الفرعية .
وتتحمل النقابة أو النقابة الفرعية مرتبات المتفرغين .
