لمجلس النقابة أن يقرر تفرغ عدد من بين أعضائه لا يزيد على ثلاثة . على أن يكون من بينهم السكرتير العام .
فاذا كان المتفرغ من العاملين فى الحكومة أو الهيئات أو المؤسسات أو الشركات ، تم التفرغ عن طريق الاعارة لمدة أربع سنوات على الأكثر ، بعد موافقة الجهات التى يعمل بها المطلوب تفرغهم ، ويجوز اتباع نفس نظام التفرغ بالنسبة لسكرتيرى النقابات الفرعية .
وتتحمل النقابة أو النقابة الفرعية مرتبات المتفرغين .
