تحدد المناطق ذات المعيشة الصعبة بقرار من وزير الخارجية بناء على ما يقترحه المجلس ، وتكون مدة العمل فى هذه المناطق عامين أو ثلاثة أعوام ، على أنه يجوز فى الحالات الاستثنائية وللمصلحة العامة ، وموافقة العضو مدها لفترات أخرى بحيث لا تتجاوز مدة الخدمة المتصلة بالخارج أربع سنوات .
