تكون الترقية إلى وظيفة سفير من الفئة الممتازة وإلى وظيفة سفير على أساس الاختيار للصلاحية والكفاية والامتياز وفقا لتقييم أعمالهم بواسطة الجهاز المنصوص عليه فى المادة ١٩ من هذا القانون بعد اعتماده من المجلس . وعند التساوى فى شروط الترقية بالاختيار تكون الأولوية للأقدم فى الوظيفة .
