يشكل فى كل حى مجلس شعبى محلى يمثل فيه كل قسم إدارى باثنى عشر عضوا، ويشكل المجلس الشعبى المحلى للحى الذى يضم قسما إداريا واحدا من ثمانية عشر عضوا.
