يشكل فى كل مركز مجلس شعبى محلى تمثل فيه المدينة عاصمة المركز باثنى عشر عضوا، وتمثل المدينة التى تضم أكثر من قسم إدارى بأربعة عشر عضوا، مع مراعاة تمثيل جميع الأقسام الإدارية المكونة للمدينة.
وتمثل باقى الوحدات المحلية فى نطاق المركز بعشرة أعضاء عن كل وحدة.
