يجوز تعيين مساعد أو أكثر للمحافظ بقرار من رئيس مجلس الوزراء بناء على اقتراح من المحافظ المختص ويحدد هذا القرار معاملته المالية.
ويكون لكل محافظة سكرتير عام له سلطات واختصاصات وكيل الوزارة فى المسائل المالية والادارية المنصوص عليها فى القوانين أو اللوائح بالنسبة لديوان عام المحافظة.
كما يكون لكل محافظة سكرتير عام مساعد يعاون السكرتير العام ويحل محله عند غيابه.
ولا يجوز لأى من شاغلى المناصب السابقة أن يكون عضوا بمجلس الشعب أو المجالس الشعبية المحلية.
