يجوز للمحافظ فى حدود الموازنة المعتمدة أن يشغل بعض الوظائف التى تقتضى تفرغ شاغليها بطريق التعاقد مقابل مكافأة شاملة يحددها العقد وذلك وفقا للقواعد العامة الصادرة فى هذا الشأن.
كما يجوز للمحافظ أن يعين بأقسام الوحدة بطريق التعاقد صناعا ممتازين للأعمال الفنية التى تقتضى مهارة أو خبرة خاصة وذلك نظير أجر يحدده العقد.
