استثناء من أحكام المادة ( ٧ ) يشترط لتأسيس أى حزب سياسى من تاريخ العمل بهذا القانون وحتى بداية الدور الأخير من الفصل التشريعى الحالى لمجلس الشعب ، أن يكون من بين مؤسسيه عشرون عضوا على الأقل من أعضاء هذا المجلس .
