مجلس إدارة الجهاز هو السلطة العليا المهيمنة على شئون الجهاز وتصريف
أموره ووضع السياسة العامة التى يسير عليها ، وله أن يتخذ من القرارات ما يراه
لازما لتحقيق الأهداف التى أنشئ من أجلها ، وفى إطار الخطة القومية ، وذلك وفقا
لما تحدده اللائحة التنفيذية لهذا القانون .
