عند الإفراج نهائيا عن المسجون، يجوز لإدارة السجن منحه استمارة سفر إلى موطنه أو أية جهة أخرى يختارها داخل البلاد تكون أقرب من بلده مسافة إذا لم يكن قادرا وطلب ذلك، وذلك ما لم يكن محكوما بوضعه تحت مراقبة الشرطة فى موطنه أو مطلوبا لسبب آخر.

إذا لم يكن مقررا وضع المسجون تحت مراقبة بوليس أو مطلوبا تسليمه اليه أو ممن يقتضى تسليمهم اليه بالنسبة الى نوع جرائمهم جاز لإدارة السجن أن تعطيه استمارة سفر الى بلده أو الى أية جهة أخرى يختارها فى الجمهورية المصرية تكون أقرب من بلده مسافة إذا طلب المسجون ذلك .
