تنشأ فى كل سجن مكتبة للمسجونين تحوى كتبا دينية وعلمية وأخلاقية يشجع المسجونون على الانتفاع بها فى أوقات فراغهم .
ويجوز للمسجونين أن يستحضروا على نفقتهم الكتب والصحف من جرائد ومجلات وذلك وفق ما تقرره اللائحة الداخلية .
ولا ينتفع بالامتياز المقرر بالفقرة السابقة المحكوم عليهم تطبيقا للمواد ٩٨ "أ" و ٩٨ "ب" و ٩٨ "ب" مكررا و ٩٨ "ج" و ٩٨ "د" و ٩٨ "ه" و ١٧٤ من قانون العقوبات .
