يجوز لمجلس النقابة الإعفاء من رسم الاشتراك لأسباب قهرية تخضع لتقديره ويسرى هذا الإعفاء لمدة سنة واحدة ، ويجوز تجديده طالما ظلت الأسباب المؤدية لذلك قائمة .
