مع عدم الاخلال بالمسئولية التأديبية يعاقب بالحبس مدة لا تزيد على شهرين أو بغرامة لا تجاوز ثلاثمائة جنيه كل مرشد امتنع عن أداء عمل من أعمال وظيفته أو ترك أو امتنع عن تأدية واجب من واجبات وظيفته بقصد عرقلة سير العمل أو الاخلال بانتظامه.
