يشكل مجلس ادارة المركز برئاسة وزير الاقتصاد والتجارة الخارجية ويكون رئيس الجهاز التنفيذى للمركز أمينا له، ويصدر بتشكيل المجلس قرار من رئيس مجلس الوزراء على أن يتكون من واحد وعشرين عضوا ويمثل القطاع الخاص فيه بعشرة أعضاء.
