يحظر إنشاء أو تكوين منظمات نقابية عمالية على أساس دينى ، أو عقائدى ،
أو حزبى ، أو عرقى ، أو سياسى .
كما يحظر على هذه المنظمات تكوين أى تشكيلات على خلاف أحكام الدستور
أو القانون ، أو الاشتراك فى أى منها .
