للوزير بناء على عرض رئيس المصلحة وضع إجراءات خاصة وفق ضوابط محددة للبضائع التي ترد للبلاد أو تخرج منها ولا تخضع لأي من النظم الجمركية المنصوص عليها في هذا القانون .
