يجوز للمصلحة أن ترخص بالعمل بنظام المشغل الاقتصادي المعتمد باعتباره طرفا في سلسلة التجارة الدولية سواء كان منتجا أو مصدرا أو مستوردا أو مخلصا أو ناقلا أو شاحنا أو مستودعا وذلك بالتنسيق مع الجهات المعنية ذات الصلة ، وتحدد اللائحة التنفيذية لهذا القانون الشروط اللازم توافرها للترخيص بالعمل بهذا النظام ، كما تحدد المزايا التي يتمتع بها المشغل المرخص له بهدف تيسير الإفراج عن رسائله الواردة والصادرة .
