ينشأ سجل للمتعاملين مع المصلحة يقيد فيه المتعاملون معها من غير مستوردى البضائع للاستعمال الشخصى ، ويشترط لإتمام الإجراءات الجمركية أو الإفراج عن البضائع المستوردة والمصدرة القيد بالسجل المشار إليه ، وتحدد اللائحة التنفيذية لهذا القانون إجراءات وشروط القيد وحالات وقفه وإلغائه والتظلم من القرارات الصادرة فى هذا الشأن .
