مع عدم الاخلال بما ورد فى شأنه نص خاص فى هذا القانون أو فى القانون المرافق لا يسرى نظام العاملين بالقطاع العام الصادر بالقانون رقم 48 لسنة 1978 على العاملين بالشركات الخاضعة لأحكام القانون المرافق وذلك اعتبارا من تاريخ العمل باللوائح المشار اليها.
