تنشأ أمانة عامة للمجلس برئاسة أمين عام و عدد كاف من الأعضاء ، و تحدد اختصاصات الأمانة العامة و وظائفها و كيفية اختيار أعضائها و نظام العمل بها بقرار من رئيس الجمهورية .
و يصدر باختيار الأمين العام قرار من رئيس الجمهورية ، و يحدد القرار الدرجة الوظيفية و المعاملة المالية للأمين العام .
