لا يجوز تحريك الدعوى الجنائية أو اتخاذ إجراءات فيها بالنسبة إلى الجريمة المنصوص عليها فى المادة (١٣) من هذا القانون إلا بطلب كتابى من الوزير المختص أو من يفوضه .
