يمثل رئيس مجلس الإدارة الجهاز أمام القضاء وفى صلاته بالغير ، ويتولى تنفيذ قرارات المجلس وتصريف شئون الجهاز وتطوير نظم العمل به ، وله تفويض نائبه أو المدير التنفيذى أو من يراه فى بعض اختصاصاته ، وعند غيابه أو خلو منصبه يحل محله نائب الرئيس بصفة مؤقتة .
