لا يجوز حجز أو تقييد حرية أي شخص إلا في أحد مراكز الإصلاح والتأهيل أو أماكن الاحتجاز المخصصة لذلك، ولا يجوز لمدير مركز الإصلاح والتأهيل أو القائم على أماكن الاحتجاز قبول أي شخص فيها إلا بمقتضى حكم أو أمر قضائي مسبب موقع عليه من السلطة المختصة، ولا يجوز أن يبقيه فيها بعد المدة المحددة بالحكم أو بالأمر القضائى.
