إذا كان الناقل محتكرا نوعا من النقل أو استثمار خطوط نقل معينة ، التزم بقبول
كل ما يقدم إليه من طلبات النقل إلا إذا كان الطلب مخالفا للشروط المقررة للنقل أو تعذر
على الناقل تنفيذه لأسباب لا شأن له ولا لتابعيه فى إحداثها .
