يضع مجلس النقابة ، بناء على اقتراح لجنة الصندوق اللائحة التنفيذية للرعاية الاجتماعية والصحية مبينا بها اجراءات تقديم الطلبات والفصل فيها وما يقدم من مستندات مؤيدة لها وتحديد اختصاصات كل من النقابة العامة والنقابات الفرعية بشأنها .
