يجوز لمجلس النقابة أعفاء المحامى فيما عدا من كان تحت التمرين من رسم الاشتراك عن سنة واحدة متى وجدت أسباب قوية تبرر ذلك بناء على توصية مجلس النقابة الفرعية المختص .
ولا يجوز أن يتكرر الاعفاء لأكثر من سنتين متتاليتين خلال عشر سنوات .
