فيما عدا الاختصاصات التى احتفظ بها هذا القانون صراحة لمجلس النقابة العامة يتولى مجلس النقابة الفرعية جميع الاختصاصات المخولة لمجلس النقابة العامة فى دائرة النقابة الفرعية وكذلك الاختصاصات الأخرى التى نص عليها هذا القانون .
