يجوز لرئيس الجمهورية حفظ الدعوى قبل تقديمها إلى المحكمة، كما يجوز له الأمر بالإفراج المؤقت عن المتهمين المقبوض عليهم قبل إحالة الدعوى إلى محكمة أمن الدولة.
