The Supreme Constitutional Court struck down this article in whole or part (case 105 of judicial year 24, hearing of 2004-03-07): that part is not law
لكل شخص طبيعى أو اعتبارى الحق فى التعامل مع الصندوق، ولمجلس إدارة الهيئة تحديد أنواع الحسابات والحدين الأدنى والأقصى للوديعة فى نطاق السياسة العامة للادخار.
ولا يجوز أن يكون للشخص الواحد أكثر من دفتر توفير، فإذا ظهر فى أى وقت أن له أكثر من دفتر فإن المبالغ المودعة فى غير الدفتر الأول لا يحسب عليها عائد ولا تسرى عليها أحكام المادة ١٨
